Yes, the Netherlands did it the year before, 1997 with the Surprise stamps,a heart that you scratch and get a message.

And who could control their curiosity as to the nature of the secret message hidden beneath the surface of their unscratched stamps.
Here's a 'fun' tidbit for anyone yearning for these stamps... After 15+ years the scratchable surface becomes unscratchable, and is already beginning to 'eat' it's way through paper (heart shaped stain, how cute is that). Not the first time the 'experiments' of Finnish Post go bad over the years/decades. Sigh.

In 1998 Finland produced a sheet of stamps in Feb where you could scratch the heart to reveal a secret message from the sender..Did any other countries produce a scratch stamp?
