I don't know about a Scott number, but this is the type of stamp that you can buy on demand from a machine in some/most? post office lobbies. It's the same machine that can be used to weigh and buy postage for packages.

This machine is available in my little post office in a metropolitan area, so my guess is that they are pretty common.
