I believe I have this right. LeGrand Payne asked L. McDermott of the the USS Seattle for a pair of cancels to be serviced on the Presidential Review Day. The note was sent along with a perfectly cancelled (3-bar CDS) from Brooklyn, NY, where the Seattle, serving as a US Receiving ship, was berthed.
Receiving ships were naval ships removed from sea-going duties and serving for housing or training or other stateside efforts.
