Folks in the collectibles categories are pretty solid eBay customers. The wild stories are about people buying consumer goods, especially ladies buying apparral and accessories. From the stories I read, ladies pull the same stuff on eBay as they do in brick and mortar retail. Order 3 dresses, pick 1, return 2. Wear the dress to an affair, then return it. I can only imagine the lady in the photo is going to return that purse because she changed her mind on color!
And these returns count as defects against sellers!
I went ahead and signed up, even though I rarely return purchases. I don't see any indication that any "regular" PayPal users would be refused.
Personally, I really appreciate PayPal. I understand my purchases through PayPal cost a bit more costly than the item I'm paying for plus shipping, but the convenience is well worth the price. On the one occasion that I got burned by an unscrupulous "seller" — I paid but he never sent the stamp, and didn't answer my emails — PayPal refunded my costs less a few cents.

Paypal now offers refunds for returns, up to $30 CAD. I received an email this morning outlining the program:
