I would call eBay, if you're really interested in this particular item and don't want to wait and see if it clears up in a day or so.
I've found the best way to call eBay is to use this link

and click on the "contact us" button at the bottom of the page. Answer the questions that it asks of you (even though you know this is so specific that it won't be in their help files), and then either ask them to call you or get the specific authorization code to call them.
I know a lot of people have complained about their phone support, but I've had really good luck each time I've needed to contact them (from the seller's side).
Worth a shot to try, if you have a few minutes to pursue it!
Apparently, there may be Russian imposed restrictions on the use of Paypal. See the following on the paypal site dated Nov. 19, 2016

I have not read the whole thing through, and only point it out, without opinion on whether this is in fact the problem with your eBay purchases.

OMG, that has to be it. Only transactions with Russia seem affected.
For the love of Mike, why doesn't Ebay let customers know this is an issue? Maybe they're expecting it to resolve soon?
I called Ebay. Apparently there is an issue with processing transactions to Russia involving US based credit cards. I was not trying to pay using one but I did have a MasterCard as an alternate payment method on my Ebay account, so the transaction wouldn't go through. I had to remove that card from my account and then it went through. My thanks to the poster who provided the link to a direct Ebay contact.
This has to be happening to thousands of Ebay users. Wouldn't you think they'd be letting their customers know? Incredible..
Communication is not one of Ebay's strong areas. It is close to non-existent.
Does anyone know what this may allude to? I have been trying to do some shopping for the Holidays all afternoon and keep getting these when going through checkout and cannot proceed. Not sure if this is a clue but it always seems to be on items from outside the US (Russia). I found an entry on eBay discussion boards from someone who got this and thought it was related to an expired credit card linked to his Paypal account. That is not the case here.
Or is eBay just having one of their periodical overloads today? Anyone else getting this?
PS there is discussion about this on eBay community, seems only goods from Russia are having this issue. Speculation that Paypal is knuckling under to some trade sanction. Interesting..
