These are very common JNF labels used to fund raise, and to advertise JNF/KKL stamp collecting.The KKL have a "stamp" department which prints and sells "stamps" in return for charity donations. There were a couple of private cover makers who would use this stamp and some of the similar ones on their covers either to fundraise for the KKL or other charities or for various Judiaca or Israel stamp clubs.Occasionally covers were made to sell at fund raising events which recorded the event on the cover but used "stamps" like the ones here.
