Middle East/All : Arabic speaker's help to translate Egyption postmark

This query was first posted on the Middle East section - another member suggested there were some Arabic speaking members who are active in "Other"
The attached postmark has a clear Arabic section at the top but is missing much of the Roman script below. Question: does the Arabic script help to confirm "ALEXANDRIE" and does it throw any light on the 2 lines above?
