I think you're right, and having tried both believe that would be best.
It would be easier to copy/paste (or just delete) entries from my Steiner Pages by country to create a more customized "Olympics/Soccer" album.
Also, it would help focus my scattered attention by starting with the usual strong subjects (Germany, France, GB) and leaving the Mongolias and Equatorial Guineas of the world to the very last.
Think I'll start soon with my Canada (sadly, but efficiently, the World Cup section will be REALLY easy...)

I'm at the point where I want to start getting some things organized, but I'm struggling, and wasting a lot of time switching things around.
I think there are two major systems that make sense:
1) By Game/Tournament, with all countries issuing for that year.
2) By Country, organized by games/tournaments.
Then there are related issues that don't coincide with a particular Game/Tournament (e.g. celebrating past victories) that would seem to fit better into a Country-system.
Anyone with a structure that they prefer (and why)? Any other considerations, like only including participants rather than any country that just issues stamps?
