Simple question-What determined the order of issuance of the United Nations Flag series?

My understanding was that at first it was a random draw. After all the member nations had their flag stamps issued, the subsequent flag issues were of the new member nations when there were enough to continue the basic design (4 different flag stamps per sheet).
