In Plate 4 in the UR configuration the "holes" are noticeable.
I Scott 362Plate 2 and they are definitely holes.

I collect UR plate blocks and I have noticed that over the upper left stamp in the selvage there are sometimes a pair of holes/punctures. They look to me almost to be the size and spacing of staples. Did they use staples in the selvage back in the day or is there another explanation? In the meantime, I’ll try to post a picture or link.
