I don't know what it says (yet!),
but I believe this is the page with your stamp -
#R7160 It appears to be a "Miscellaneous Use" revenue stamp.

Actually, I believe I am wrong on the identification due to the fact that
the vignette is black - none of the ones on the catalog page
have black vignettes.
It still could be a "Miscellaneous Use" stamp, but I don't know that as yet.
