It says: Lutte contre la lèpre, ie Fight against leprosy.
from Wiki: the International Committee of the Order of Malta, was created in 1958 and for 50 years has been fighting leprosy and helping those marginalized by society as a result of having the disease. CIOMAL's two major current projects are in South East Asia and South America.

The sovereign order of Malta is a successor to the Knights Hospitaller
They are known for their hospital and welfare activities, just as the order of St. John, another successor branch of the Knights Hospitaller.
I suppose these stamps were issued in recognition of the good work done by this order.

This stamp has the title, "lutte contre la lèpre" or struggle against leprosy.
SMOM acts rather like an international charity with a long history of medical logistics such as running hospital trains during the world wars and since, often assisting refugees and working to help deal with epidemics and other disease:

Auctions - Approvals
There was a stamp issued in France and a series of them from some of the French Colonies. Does anyone know what the specific reason for them being issued. I found some references to the Knights of Malta helping resuce Communist refugees, but nothing to tie anything directly to the issuance fo the stamps.
Any help would be appreciated.
