I guess that the "TO PAY / 30c. / DEFICIENT POSTAGE." is the original New Zealand indication that there was postage due with the deficiency stated in gold centimes following UPU rules.
I expect this was the equivalent of three US cents so this would be doubled for postage due.
I can't remember the gold centime conversion rates and I'm very happy to be corrected.

This cover was sent from Otakiri, New Zealand just using the 1 penny envelope. In Seattle is was found to be 6 cents short on postage and there are two 3 cent US Postage Due stamps applied. I'm not understanding the 30 cent Tax cancellation. Is this indicating that an extra 30 cents was paid or that it still needed to be paid.
