The frame can be missing on either the left or right according to Unitrade. Mine is missing on the left, yours appears to be missing on the right and almost missing on the left - at least very light on the left. Can you have one where the frame is actually missing on both sides?
Don't know Harvey. The Unitrade catalog shows examples of each side, but not one with both.
You need a higher resolution photo, but it looks to me like there is a faint line there.

Don't give up hope yet. My Unitrade catalogue is the 2016 edition, and the illustration of the missing frameline on the right clearly shows a frame line going about a third of the way down, and then being missing the rest of the way. Your enlargement seems to be very much like that, the beginnings of a frameline at the top, but I am not seeing even a faint frameline for the bottom 1/2+ of that feature. You likely need to check with a "higher authority" on this judgment.

This variant is "no outer frame line at value tablet". Can be either right or left of the "12 1/2". In this case I believe it's the right side value. Left side does show outer frame under magnification. I see none on the right.
