General Philatelic/Gen. Discussion : Can anyone give me some information about what was happening at the time with this cancellation?

I'm working on cataloging and indexing my covers and came across this one. It has an interesting cancel stating "Revalued to 15c". Seeing as it started out as a 16c prepaid envelope, can anyone tell me what was happening then to cause this?

Apparently, the 16-cent envelope was printed in preparation for a rate increase to 16-cents, but the approved rate that went into effect on 29 May 1978 was 15-cents. (Remember the A-rate stamps?) This envelope was actually revalued to 15-cents, but that revaluation is covered up by your 13-cent stamps.
