I've been meaning to vent about this for a long time. Several years ago I gave an aspiring dealer in my area a large bunch of plate blocks to sell for me and split the money. After a year or so I asked him one day if he had ever sold the material and was informed that since no one was interested he had just used them as postage. I was real pissed since, in my opinion, he should have just returned them to me!! A fair number of the stamps were blocks of precancels and I'm just curious if these were usable as postage. By the way this person used to be a member of SOR and might somehow hear about this post. If that happens I really don't give a damn - I'm still pissed!!!!

Do a search for "precancel plate blocks" on Hip stamps.

Precanceled stamps can be used to pay single-piece postage if the envelope is correctly marked “First-Class Mail” immediately under the postage (DMM 604.3.3d).

You have to have an authorization permit to use pre-canceled stamps, included special use stamps like pre-sorted first class, non-profit, bulk mail, etc.

Complete the appropriate part of USPS Form 3615. There is no fee for obtaining the permit, but some clerks who do not understand this permit try to charge the bulk mailing fee.

You also must present the mailing piece to a postal clerk for mailing. You cannot drop it in a box.

Joe,

Your dealer owes you reimbursement for the face value of the postage. Your agreement likely didnt include his option to benefit from them without compensating for that.

This is not the dealer I usually use, just a local who thought it'd be interesting to try to be a stamp dealer. I'm just as happy to be rid of him and write this off as a lesson learned. Sometimes we just have to get a little angry, vent a bit and move on!!

I'll share an other short story where I decided it was best to just move on. Several years ago a good friend had a son who was very into Spider-man because of the movies. So I decoded to lend him most of my collection of classic Marvel SM comics. I held back my #1 and a few more very early ones but gave him the rest to read - an almost complete Amazing Spider-man collection from #11 to #100, multiple thousands in value. Later I went back to him to get them back and found the comics to be scattered to the winds to his friends to the point where he had no idea where they were. He really didn't understand the concept of a loan and actually his mother didn't either. I decided to just walk away rather than make a huge fuss. I eventually re-bought what was missing except for two ( #20 (around $1000!) and #100 (about $50ish) ) which I will get eventually. We all occasionally make mistakes in judgement and rather than get really ticked and say or do things we might regret later it's usually better to just learn from your mistake!! I no longer lend things unless it's to people I am sure will treat them, and me, with respect!!

Last issue of Canadian pre-cancels was 1977.

Last issue of Canadian pre-cancels was 1977.
