Just a bit confused - if's it's unrecognized how can it have a CV. You must mean it was unrecognized by the seller! There are definitely bargains to be found, but it's sometimes hard to separate them from the many lemons out there that are lying in wait!
Harvey, the parent stamp has the CV, this is an error, very rare, and is listed at $750!

The auction is over. The winning bid was $237.50. which is $215.00 above the seller's CV of $22.50!
The stamp was R120 with a foreign design entry with a CV of $750.00, somebody won big!

I see the stamp, but unless I am blind (getting close) I can hardly make out a post mark, much less a foreign design entry. Please for the sake of clarity, tell me what it is and what it is supposed to look like.

I made a mistake in my original posting "Foreign Design Entry" should have been "Foreign Design Transfer".
This error was created when a transfer roll from R118 ($1.00) was laid down first. It had to be erased (but some design elements did not get erased). Next the correct transfer roll was laid down (R120), the design elments from the R118 transfer roll show up on the R120 (see the Pick Up Points on the scan with arrows.
I've studied this error and have determined it only appears on one position, but I don't know which position yet.
The PUPs show the foreign design transfer errors.
By the way R120 around 95% of them are off center.
My R120 is also off center, but in the other direction. Unfortunately it does not have the design transfer error!! No problem there since I really don't want to start collecting the errors anyway!! It's expensive enough working on countries where I am interested in varieties. Thanks for showing the pictures, the more we know the better!!

Why "Foreign " ?
I understand that there are traces of the previous transfer attempt, but was that not also from a legitimate R118, a US revenue issue. Is that just the usual verbiage ?
If the original transfer had been successful and not noticed the result would be, (once separated and possibly used ), a legitimate US Revenue stamp, would it not?

I copied, and used both quotes and emboldening of the sentence,
" ... "What's a foreign design entry and which country? ..." to show the reader what post, and where in that post, the phrase "Foreign transfer" was used without any explanation. That way, it is not necessary for a reader to scroll back among multiple posts wondering what I am referring to, especially when there have been many, and often diverse comments on several subjects posted.
Apparently my efforts have failed in this instance.
It is best to keep in mind that there are often newbies reading the comments, some of whom may not be familiar with philatelic jargon.

Defination from "Encyclipedia of Plate Varieties on U.S. Bureau-Printed Postage Stamps by Loren C. French" which by the way is an excellent resource for plate varieties on Fiscal stamps and other non Bureau Printed issues.
"Foreign Transfers show parts of a wrong design through the final impression" I changed the wording in an effort to make it clearer of new collectors etc., but I failed, sorry everybody. I suppose my scans did not help much. Wish I could delete my original posting and try again.
This afternoon I was searching Ebay, and found a very rare unrecognized U. S. A. Stamp. The Cat. is $750.00. Somebody is going have a big win.
