Aren't you on ebay "Managed Payments"? I thought everybody was by now. If so, buyers don't pay YOU through Paypal anymore, they pay ebay. You won't see the payments in your Paypal account. Ebay then pays you according to your Payout Frequency (Daily, Weekly, Bi-weekly or Monthly) directly into your bank account.
In order to make a refund, you go back to the actual item on ebay and make a refund there, through the ebay site, not Paypal.
Once an issue has been resolved, you can request, through the appropriate ebay links, that the buyer remove negative feedback. ebay will relay the request to the buyer, who is under no obligation, but will usually remove the feedback if you have been reasonable in resolving the issue.

I received notice last week from eBay that my status was changed from TopSeller to Above Average, without explanation or comment. I have no negative feedback comments on my record, so I am clueless as to why the opted to make this change. I guess I have no recourse

Note that they say if I was evaluated today I'd be demoted.

My .19% defect rate is ONE FRICKEN TRANSACTION OUT OF 516 items sold. So what? I couldn't find one cover out of my 3000 cover inventory?!?
ZERO late shipments. That means I'm jumping like a trained poodle to meet their 3 day shipment date.
ZERO cases without resolution... make that ZERO complaints. 100% positive feedback too!
Now here's the funny one...
Tracking uploaded on time and validated... 65.39% They are saying I did so on 311 of 483 transactions...
The irony? I've never ever uploaded tracking on anything!
I mail everything First Class Mail using discount postage bought at 60% of face value. As do most of my competition in the USA Covers category.
They have a little ad that pops up that says "Smart stamp sellers use eBay Tracking!" That's their deal where your letter rate item goes at a 2 cent discount (2 cents off 60 cents = 58 cents) and they give you pseudo tracking for that.
Um no... smart stamp sellers use discount postage!
And what usually happens. Every month right before rating day it says I'm "Above Standard" which I guess means "not a serial killer". But miraculously the day before rating, my numbers jump up to be qualified once again as "Top Seller". Figure this out!
So why don't they recognize I'm doing a fabulous job without tracking? Because they want to sell me postage. It's another profit center for them!
Now if someone knows how to get rid of that "HELP" button on the right edge that's always in the way, I'll be eternally grateful!

I hesitate to reveal that I have just received my 1st Negative Feedback in about 10 yrs. of Selling and Buying. What really shakes me up is that in reading the Ebay guidelines, there is nothing that can be done about it - it won't be changed.
Buyer detected a small gum disturbance on a high value stamp and returned it for a Refund. No problem. I immediately went to Pay Pal to issue a Refund. I found 2 identical uncommon names on Pay Pal and issued a Refund to the 1st name. Buyer says "That's not me." I think I've just been screwed. I notified Ebay - no response.
