One if it is really common. Up to four if it is less common. A rare/scarce or something unique then there are no limits to the faults.

This is correct regarding ALL revenue stamps.
I'm sure J. Barefoot would agree as well.
I certainly found that to be true also for revenue stamps of France, Indochina, Laos, Cambodia and Vietnam. Many are difficult to find and highly collectable in any condition!
