This is the response I sent him. What a shame that there's no way to block sellers on Hipstamp.
Thank you for your message.
I'm very surprised at your reply, and I find it highly unusual that any seller would:
a) advertise an item that they don't have, and
b) send a buyer a substituted item from another dealer
I'm a professional full-time dealer, and a member of the PTS and IPDA. I purchased the stamp you listed for a reason, but I've paid almost full catalogue value for a stamp I didn't order.
I'll be returning the stamp and will message you when I've done so with a postage cost.
This can happen when dealers sell material on more than one venue. He should have contacted you before trying to give you a substitute stamp.
Yes, it can definitely happen. My primary platform is my website, but I get most sales on Ebay. They're linked so a sale on one removes the item from the other. The other two platforms aren't linked, so a bit of diligence is needed. I'm not faultless, I once sold the same stamp four times, but yes, you should never substitute without notice.
I'm a dealer on Hipstamp. It's rare (thank God), but I have sold a stamp only to be unable to locate the darned thing. When that has happened, if I have another in near same condition I take a pic of it and send to the buyer asking if I can send the pictured stamp. This offer includes allowing him to return it for full refund and return postage. Otherwise, the buyer can just get a full refund. However, if it was a pricier stamp or a variety I would just do a refund.
Your situation IMO was handled wrong.
There are times on this Board where it seems like HS is getting a bad rep. I know many fine HS sellers, but it's the old "bad apple" story.
I like Hipstamp, it's where I find plenty of bargains for resale. The site has some major (IMHO) faults though. Items per page, no ability to block sellers, the worst stamp images of any site etc etc. I'm supposed to love HS as they now badge IPDA sellers, but they're unresponsive to suggestions for change.
Apart from that, the seller here did get it wrong, and has apologised.
That's precisely why I buy a lot of items from the US and Canada!
It happens, even if you are only on one platform. I am just on eBay, home of the magically disappearing and reappearing listings! It's very well known.
I will be going through an inventory box looking for a cover and see an attractive one and ask myself why it isn't sold? Then I check and find out it's no longer listed! Same with sold or ended listings. I had one last week where a cover was sold months ago and someone was able to buy it last week. When I checked the listing info, it showed the first sale but not the later one. This guy was understanding and picked out another cover.

I recently bought a nice copy of Ascension 1924 8d from a Canadian seller with over 6000 positive feedback on Hipstamp. The stamp I received wasn't the stamp in the image, and when I contacted the seller, this was his reply:
"I did not have an Ascension 18 in stock so I contacted another dealer he had a replacement. Centering and hinging were similar. I do accept returns and because of the switch I will pay your return postage. I like to think that 99% of my single item listings are the original scans."
The stamp I thought I was buying had a listed variety not seen by the seller, valued at £325. Call me cynical, but that may be the reason for the bait and switch.
I'm annoyed by the seller's attitude that as long as "centering and hinging were similar" this is OK, and I've told him so. I've paid nearly full catalogue value for a stamp I already have, so it'll be winging it's way back to Canada.
I sell on four platforms, and I don't even do multi-listings. The stamp you see is the stamp you receive.
