I don't give one hoot about what or if tariffs the USA has imposed.
The problem is that Royal Mail WILL NOT accept any letter/package for the USA that requires a Customs Form. ie any letter/package that contains goods.
Royal Mail is the PROBLEM not US Customs.

This "exception" basically states that stamps (HTS code 9704.00.0000) are not subject to the IEEPA (i.e. retaliatory) tariffs imposed on various countries at various levels. ("9701 through 9705")
There is no need to declare a separate IEEPA tariff code. 9704.00.000 covers it.
We have been sending to the USA successfully for a couple of weeks now. The "paperwork" (actually digital work) has been a pain, but our parcels are breezing through customs and being delivered promptly, typically within a week (from Canada).
We have been squeaky clean about declaring "Country of Origin" (CoO). I spent a couple of weeks reprogramming our database on BuckaCover.com to provide us with CoO and writing code to provide customs declaration reports for each order broken down by CoO with value subtotals.
It is possible that Royal Mail's, and other countries', customs software have not caught up to the new processes required by the USA for calculating Delivered Duty Paid (DDP) that the USA is demanding. It took the Canadian software (provided by third party Zonos under contract with Canada Post) about 10 days after August 29 to get it right. It is now $0 for all our shipments under code 9704.00.0000 and our customers are reporting uneventful delivery.
Stamp dealers and collectors still face challenges with worldwide or even "regional" lots wrt CoO. We are avoiding those to the USA at the moment.

Royal Mail had a "system" in place. I sent some items to the US and they arrived safely. Now Royal Mail will not accept so obviously their "system" was wrong.
What upsets the most is that there is no mention of non-acceptance on their website. They are still pushing their "system" which they have abandoned.

Meanwhile, Australia Post have recommenced deliveries to the US effective 22 September. However, even a "gift" valued at under $100 requires a full Customs Declaration, including Country of Origin information. Anything that indicates a business name whether the contents are a gift or sample or not is subject to tariffs.
So little old me, a one-man band building a business, who posts with a professional looking invoice enclosed, cannot send anything to the US without tariffs coming into play.

It would be interesting to understand how mail "clears" customs when it arrives in the US. For smaller value individual shipments, the duty may not offset the costs to screen individual pieces. This is different than say a container load of low value items that comes through ports, borders, etc.

Ian, this reminds me of my Dad's conundrum in the 70's. He wanted to correspond and exchange stamps with a partner in South Korea. Unfortunately , he could not mail anything addressed to South Korea from Bulgaria. So the work around was, he would write the Korean address and then put "Japan" as the destination country. This seemed to work just fine!

I posted four "letters" without customs forms to various destinations in the US of A on the 23rd of September. So far 3 have notified that they have received them.
As long as the "letter" stays within the 100 grammes and lesss than 5mm thick then it appears that they slide past Royal Mails and US Customs nonsensical limitations,
This all could end as early as November, when Trump faces the Supreme Court to defend this whole scheme. I'd bet they throw the whole thing out.

Nowhere in the Bylaws, the Code of Conduct or the User Agreement do the words "political" or "politics" appear. There is no prohibition against political discussions. Furthermore, it is not really feasible to define a comment as "political". I do not think that predicting a decision by the U.S. Supreme Court is political. It is simply a prediction of an event that significantly affects anyone who ships stamps to the U.S.

I don't always stick to stamps but I have learned (the hard way) to stay away from politics, religion, climate change, flat earth, aliens, etc. There are too many ways we can get in trouble if we are not careful what we say. I double think before I post and even that doesn't always work! Be careful out there!!!
