General Philatelic/Identify This? : Early Trinidad Victoria Identification: Postage or Revenue?

I gleaned this nice "pen cancel" beauty from a box lot, and need to I.D./Classify/value same. Scott's shows the image as "A7," but the 1 Shilling value(#73) is "Orange/Brown" in color. This stamp is definitely greyish green in color. Also, the "FEE" overprint suggests it was used as a revenue item and not for postage.
