Our stamp club creates an envelope with a cachet for our annual show. We have always filled out the proper forms for the post office and the usps has provided the cancelling device. Last year they required us to purchase it for the first time ever. While attending another local showin April, I asked how things worked with their cancel device. They told me that the USPS Domestic Mail Manual clearly states that the USPS will provide the cancel at the expense of the postal service. I cannot find any statement like that online. I did find a statement thatrequires the sponsor of the event to provide the cancel. Would anyone have any information as to what is correct and where do I find the info? Thanks.....
