Not just any tracking will satisfy eBay or Paypal. The tracking must be verifiable online delivery or you have the potential of taking a loss. Registered Mail here in the US is currently not online verifiable. Only very expensive USPS services offer online tracking.

Peter, with all due respect, that is not correct.

The customs number (the one with numbers beginning with the letters LC and ending in the letters US, according the USPS, will track only to the foreign customs location but this will NOT satisfy the eBay/Paypal requirement of online delivery verification. According the USPS once that envelope leaves foreign customs, all the online tracking ceases. What ever happens between the foreign customs and the delivery route to the address is not tracked.

It will take the much more expensive service, Global Priority Express I believe, to get you acceptable tracking which will state online the progress of the mailer until it finally states: Delivered.

You're correct, Bruce; the Customs form is a method to document proof of shipping, whereas it does not document proof of delivery.

Perhaps Michael can clarify further his original post, if I got it wrong.

i called ebay global shipping center and they said that ebay WOULD ACCEPT a tracking number from my post office as proof of shipment..for now i will have to take their word !

The customs form receipt plus the register receipt showing that the post office accepted the article for mailing. The customs form number will be on the register receipt along with the destination country.

You have to be a member of the eBay Global Shipping Program, meaning that if you quality for membership, then you ship the item to an eBay processing facility (Kentucky, I think) and they send the buyer the final shipping charges, etc. I haven't tried this myself, but I'm thinking that the cost would be pretty high. If the eBay Global Shipping Customer Service rep told you that a customs form is okay for tracking, they might have been thinking that form in combination with the shipping services used by the Global Shipping Program would fulfil the requirement for online delivery.

However, if you on your own just fill out a customs form beginning with LC and mail it from your post office, you are not protected.

Registered Mail and the customs form do not fulfil the eBay/Paypal requirement for online delivery. The Registered Mail currently is not trackable online and eBay will not accept a letter from the USPS that delivery was made. Her is the tricky part: Acceptance for mailing is NOT proof of delivery.

Have you looked at the company that offers insurance on eBay: Shipsaver. I use them. I believe your item would cost $2 to insure and you could ship it First Class International with a customs form.

PS: Of course, eBay will accept a tracking number from your post office but it must have online delivery confirmation as proof.

There are only limited USPS services that provide that online delivery confirmation and those are expensive: Global Priority Mail should be one--it states tracking is available but you would have to confirm it is delivery confirmation: Cost more than $50 (yikes!) so this would basically take away all your earned money from the sale.

Its in the Lords hands..the post office would not give me tracking on an international item unless i registered it..so its off first class mail and i am not going to lose too much sleep over it..we shall see what develops in 2, 3 or 4 weeks..i have to believe i am dealing with an honest man(he seems to be) and that the postman does not pocket it !

You should check out the Shipsaver insurance from eBay. If you mailed it today or yesterday, you can still insure the mailing. The Shipsaver people only require the Customs Number/USPS slip showing mailing if the item is lost, and then the buyer simply signs a form declaring that they didn't receive it and you are refunded the money, then can refund the buyer. As I said, for the amount of your purchase, you would pay $2. and for that amount, it's worth the peace of mind especially if you find yourself doing more business with overseas. Most people are honest though, as well as most postal clerks.

The Registered Tracking wouldn't have helped you at all with eBay though, and you would have paid a hefty fee for that not counting the postage. Did you fill out the LC Customs Form?

Ebay told me about the global insurance but would not let me get it on this transaction..i guess i would have to read the fine print and then sign up.. the 2 dollar protection would be perfect..its strange the 2 and 3 dollar items never get lost..the time my wife sent a guy in Germany $330 cash i could not believe it...and he really wanted euros but he sold the Europa forerunner collection to her anyway and all worked out well for us !!

I hope the insurance option will work for you.

Did eBay mention any prices for shipping using the Global Shipping Program? It seems that the shipping price would be prohibitive for most stamp transactions.

I have never seen a customs number tracked beyond the "sent to processing facility" stage. Since the customs form is almost always on the reverse side of the envelope most post office processing employees will not notice it, and those that do may or may not scan it since it's not required.

USPS must be a lot different than Canada Post because I can track a regular letter by the number on my receipt all the way to destination. Granted I've only posted to the U.S. and Europe but always can track the letter or parcel right up to receipt of delivery.

Poodle Mum - You can? What receipt do you get when from Canada Post when you mail a regular letter. The only time I have ever received a receipt from the post office is when I've sent a registered letter or Expresspost at a very high cost in $'s. Canada Post DOES NOT cover the loss of postage stamps or currency in the mail. You do get a receipt when you mail a parcel and receive a tracking number for parcels.

True there is no reimbursement on postage stamp loss,  etc. If you have to fill out a customs form for sending out of Canada,  there is an automatic tracking number on your receipt.  I don't think a lot of people notice it.  It has nothing to do with insuring your package but a customs form will automatically generate a tracking number. 

I've posted a letter before and got the receipt for it, there's a number on it - they have to weigh the envelope and put into the computer the weight and even though it's just regular postage cost, it generates a number and I've put today into the tracking system on Canada Post and it will come up. Maybe it's just a freaky thing but it's worked for me.

OK Kelly - When I mail a letter I don't have it weighed and then purchase stamps for just that mailing. I put my postage on the letter before I go to the post office and either drop the letter in the drop box or if I'm in the post office I hand it to the clerk to cancel. Nothing is entered in their computer at the counter unless I buy a book of postage stamps or mail a parcel.

Bruce, we had an incident regarding this before eBay introduced it global shipping program. Sold an I-pod to a buyer in Israel for a couple hundred dollars. Sent it with a customs form (required in this situation due to the value of the item). A couple of weeks later, the buyer filed a non-receipt claim with PayPal. PayPal accepted a copy of the customs form receipt and the USPS register receipt as proof of mailing. PayPal stated that with international shipping, all that a seller has to prove is that the item was submitted to the post office and accepted for mailing. The USPS has no obligation to ensure that mail is delivered once the mailpiece leaves the US. The claim was denied. The buyer then filed the same claim with eBay. Ebay quickly took the money and gave it to the buyer. However, after providing the same mailing information and the PayPal decision to eBay, the claim was reversed and the money taken back from the buyer and returned.

Now an unscrupulous person could see through this and just send empty boxes to buyers outside the country. As more complaints would come in, I think PayPal and eBay would get wise to that tactic. Also, remember that one's signature is required on the customs form. It is a government document, and falsification of a government document can lead to one making plenty of license plates for a few years.

You have stated an amazing event regarding both Paypal and eBay. What USPS service was used to send the item overseas? It could not have been International First Class Parcel which would require the LC (or untrackable after customs clearance) customs form.

Here is rule number 8 from the Paypal site:

First Class Mail International is not covered under Seller Protection since the receipt only shows which post office the order was delivered to, not the customer's address.

Once more, if an item is sent using an LC customs form then that item will be rejected by eBay / Paypal criteria for proof of delivery because that service (First Class International Services) will not show online delivery to the person's home.

If you used another, more expensive form of USPS delivery there is the likelihood that it does include online delivery proof to the address on the mailing.

One of the USPS services I noted would cost the mailer $50 which would have eaten up most of the money from the sale which in this case was $66.

Here is more info from Paypal:

"What can you do after a claim arises to be covered by Seller Protection?

Please log in to your account and check if the transaction is eligible or partially eligible. Even if the transaction is not eligible for Seller Protection, it’s to your benefit to respond in the Resolutions Center, where we’ll be better able to help you through the claim.

If your claim is eligible, you’ll need to follow the requirements described above.

What is Proof of Del
ivery?
Proof of Delivery is online documentation from a shipping company that includes all of the following:

The item’s status as delivered.
The date the item was delivered.
The recipient's address, showing at least the city and state, or city and country, or zip/postal code (or international equivalent). The address information on your shipping receipt must match the address on the Transaction Details page.
Signature Confirmation, if the full amount of the payment, including shipping and taxes, is $250 USD or more. Signature Confirmation is an online documentation that can be viewed at the shipping company’s website and indicates that the item was signed for on delivery.

It is important that we not unintentionally mislead each other about the rules. Please check to see what USPS service you used and see if the customs form began with the letters LC or some other letter combination. I sent something to Latvia and used one of the USPS Global Priority services. Because of the value of the items ($350), the LC customs form was not applicable but rather a larger white form was used and that Customs Form together with the much more expensive Global Priority service ($78) provided an online tracking delivery form.

I'm with Bruce on this. These days, I don't think there is a low-cost way to ship internationally that will satisfy eBay/Paypal against non-receipt. I think they used to accept the customs #.

It seems to me the only practical options a seller really has is either to self-insure, or else purchase 3rd party insurance, unless you've already got a blanket policy. I don't know if it's still true, but last time I checked, the APS insurance would cover shipping losses if you were a collector selling material out of your collection to improve it, but not if you were perhaps a part-time dealer. (This seemed to be a slippery slope, to me.)

I've used a couple of different 3rd-party online shipping insurance services in the past, and I think it was $1.50/$100 value, if you've got proof of mailing. You do need to buy this either day of shipment or at most one day afterward. I'm always reluctant to recommend any one provider in particular, because I have (thankfully) never had to file a claim. (Although I learned of these services a few years ago from an experienced stamp dealer over on eBay, and who had had to file claims.)

It is for sure a thorny area for those of us who are casual sellers. (I cross my fingers and hold my breath a lot. I Don't Want To See And cover my eyes.)

I am over worrying about it..the low value items always seem to get through..i don't want to be paranoid. I had a bad exeperience when a man in India bid an item way up and said it was not received and ebay refunded all his money...it may not be the case this time..there are dealers on ebay from the countries in question and apparently they are making a living,so i guess most of the mail gets through. Good old ebay does not really want to get involved in international mail problems. I much prefer mailing to someone in the United States and Canada if i can help it .

I will have to see if I can find how that item was shipped. It was my son who handled that transaction. I helped him with the matter with PayPal.

It is possible that since that happened, PayPal and eBay changed their rules. The USPS forms have changed a couple of times since then as well. Could be that the USPS is not tracking shipments the way it used to either that caused a change in rules or hw PayPal handles these matters?

I think your initial posting got all of us thinking about these darned eBay/Paypal rules and while I like to think most people are honest, I also like to understand the requirements, the limits of the protections offered by various postal services and how they are interpreted by eBay or Paypal. Etc.
So, for that, I think we kicked around some information to maybe help us all in the future.

Hello Bruce, my fun is collecting stamps and covers...selling does cover some of the costs and i am pleased when i see a green amount on my listing..but its not a passion. My comfort zone for selling is the United States,Canada and Great Britain..for some reason the mail to these locations gets delivered. When i hear that someone in another country did not receive the item...its not the loss of income that bothers me..its just that no one wants to feel taken advantage of.

Why can't the postal services make it simple. They can save money and offer a better service whilst doing so.

Thank the Lord for Israel Post. No frills and a very reasonable service.

But they still can't cancel stamps !! At Wits End

Mr.Bus, Israel is not alone..i repatriate a lot of unused postage to Canada,and the stamp dealers in Belgium are still using pre euro postage which the post office does not bother to cancel.

Its in the Lords hands..the post office would not give me tracking on an international item unless i registered it..so its off first class mail and i am not going to lose too much sleep over it..we shall see what develops in 2, 3 or 4 weeks..i have to believe i am dealing with an honest man(he seems to be) and that the postman does not pocket it !

You should check out the Shipsaver insurance from eBay. If you mailed it today or yesterday, you can still insure the mailing. The Shipsaver people only require the Customs Number/USPS slip showing mailing if the item is lost, and then the buyer simply signs a form declaring that they didn't receive it and you are refunded the money, then can refund the buyer. As I said, for the amount of your purchase, you would pay $2. and for that amount, it's worth the peace of mind especially if you find yourself doing more business with overseas. Most people are honest though, as well as most postal clerks.

The Registered Tracking wouldn't have helped you at all with eBay though, and you would have paid a hefty fee for that not counting the postage. Did you fill out the LC Customs Form?

Ebay told me about the global insurance but would not let me get it on this transaction..i guess i would have to read the fine print and then sign up.. the 2 dollar protection would be perfect..its strange the 2 and 3 dollar items never get lost..the time my wife sent a guy in Germany $330 cash i could not believe it...and he really wanted euros but he sold the Europa forerunner collection to her anyway and all worked out well for us !!

I hope the insurance option will work for you.

Did eBay mention any prices for shipping using the Global Shipping Program? It seems that the shipping price would be prohibitive for most stamp transactions.

I have never seen a customs number tracked beyond the "sent to processing facility" stage. Since the customs form is almost always on the reverse side of the envelope most post office processing employees will not notice it, and those that do may or may not scan it since it's not required.

USPS must be a lot different than Canada Post because I can track a regular letter by the number on my receipt all the way to destination. Granted I've only posted to the U.S. and Europe but always can track the letter or parcel right up to receipt of delivery.

Poodle Mum - You can? What receipt do you get when from Canada Post when you mail a regular letter. The only time I have ever received a receipt from the post office is when I've sent a registered letter or Expresspost at a very high cost in $'s. Canada Post DOES NOT cover the loss of postage stamps or currency in the mail. You do get a receipt when you mail a parcel and receive a tracking number for parcels.

True there is no reimbursement on postage stamp loss,  etc. If you have to fill out a customs form for sending out of Canada,  there is an automatic tracking number on your receipt.  I don't think a lot of people notice it.  It has nothing to do with insuring your package but a customs form will automatically generate a tracking number. 

I've posted a letter before and got the receipt for it, there's a number on it - they have to weigh the envelope and put into the computer the weight and even though it's just regular postage cost, it generates a number and I've put today into the tracking system on Canada Post and it will come up. Maybe it's just a freaky thing but it's worked for me.

OK Kelly - When I mail a letter I don't have it weighed and then purchase stamps for just that mailing. I put my postage on the letter before I go to the post office and either drop the letter in the drop box or if I'm in the post office I hand it to the clerk to cancel. Nothing is entered in their computer at the counter unless I buy a book of postage stamps or mail a parcel.

Bruce, we had an incident regarding this before eBay introduced it global shipping program. Sold an I-pod to a buyer in Israel for a couple hundred dollars. Sent it with a customs form (required in this situation due to the value of the item). A couple of weeks later, the buyer filed a non-receipt claim with PayPal. PayPal accepted a copy of the customs form receipt and the USPS register receipt as proof of mailing. PayPal stated that with international shipping, all that a seller has to prove is that the item was submitted to the post office and accepted for mailing. The USPS has no obligation to ensure that mail is delivered once the mailpiece leaves the US. The claim was denied. The buyer then filed the same claim with eBay. Ebay quickly took the money and gave it to the buyer. However, after providing the same mailing information and the PayPal decision to eBay, the claim was reversed and the money taken back from the buyer and returned.

Now an unscrupulous person could see through this and just send empty boxes to buyers outside the country. As more complaints would come in, I think PayPal and eBay would get wise to that tactic. Also, remember that one's signature is required on the customs form. It is a government document, and falsification of a government document can lead to one making plenty of license plates for a few years.

You have stated an amazing event regarding both Paypal and eBay. What USPS service was used to send the item overseas? It could not have been International First Class Parcel which would require the LC (or untrackable after customs clearance) customs form.

Here is rule number 8 from the Paypal site:

First Class Mail International is not covered under Seller Protection since the receipt only shows which post office the order was delivered to, not the customer's address.

Once more, if an item is sent using an LC customs form then that item will be rejected by eBay / Paypal criteria for proof of delivery because that service (First Class International Services) will not show online delivery to the person's home.

If you used another, more expensive form of USPS delivery there is the likelihood that it does include online delivery proof to the address on the mailing.

One of the USPS services I noted would cost the mailer $50 which would have eaten up most of the money from the sale which in this case was $66.

Here is more info from Paypal:

"What can you do after a claim arises to be covered by Seller Protection?

Please log in to your account and check if the transaction is eligible or partially eligible. Even if the transaction is not eligible for Seller Protection, it’s to your benefit to respond in the Resolutions Center, where we’ll be better able to help you through the claim.

If your claim is eligible, you’ll need to follow the requirements described above.

Proof of Delivery is online documentation from a shipping company that includes all of the following:

The item’s status as delivered.

It is important that we not unintentionally mislead each other about the rules. Please check to see what USPS service you used and see if the customs form began with the letters LC or some other letter combination. I sent something to Latvia and used one of the USPS Global Priority services. Because of the value of the items ($350), the LC customs form was not applicable but rather a larger white form was used and that Customs Form together with the much more expensive Global Priority service ($78) provided an online tracking delivery form.

I'm with Bruce on this. These days, I don't think there is a low-cost way to ship internationally that will satisfy eBay/Paypal against non-receipt. I think they used to accept the customs #.

It seems to me the only practical options a seller really has is either to self-insure, or else purchase 3rd party insurance, unless you've already got a blanket policy. I don't know if it's still true, but last time I checked, the APS insurance would cover shipping losses if you were a collector selling material out of your collection to improve it, but not if you were perhaps a part-time dealer. (This seemed to be a slippery slope, to me.)

I've used a couple of different 3rd-party online shipping insurance services in the past, and I think it was $1.50/$100 value, if you've got proof of mailing. You do need to buy this either day of shipment or at most one day afterward. I'm always reluctant to recommend any one provider in particular, because I have (thankfully) never had to file a claim. (Although I learned of these services a few years ago from an experienced stamp dealer over on eBay, and who had had to file claims.)

It is for sure a thorny area for those of us who are casual sellers. (I cross my fingers and hold my breath a lot. I Don't Want To See And cover my eyes.)

I am over worrying about it..the low value items always seem to get through..i don't want to be paranoid. I had a bad exeperience when a man in India bid an item way up and said it was not received and ebay refunded all his money...it may not be the case this time..there are dealers on ebay from the countries in question and apparently they are making a living,so i guess most of the mail gets through. Good old ebay does not really want to get involved in international mail problems. I much prefer mailing to someone in the United States and Canada if i can help it .

I will have to see if I can find how that item was shipped. It was my son who handled that transaction. I helped him with the matter with PayPal.

It is possible that since that happened, PayPal and eBay changed their rules. The USPS forms have changed a couple of times since then as well. Could be that the USPS is not tracking shipments the way it used to either that caused a change in rules or hw PayPal handles these matters?

Hi Phil,
I think your initial posting got all of us thinking about these darned eBay/Paypal rules and while I like to think most people are honest, I also like to understand the requirements, the limits of the protections offered by various postal services and how they are interpreted by eBay or Paypal. Etc.
So, for that, I think we kicked around some information to maybe help us all in the future.

Hello Bruce, my fun is collecting stamps and covers...selling does cover some of the costs and i am pleased when i see a green amount on my listing..but its not a passion. My comfort zone for selling is the United States,Canada and Great Britain..for some reason the mail to these locations gets delivered. When i hear that someone in another country did not receive the item...its not the loss of income that bothers me..its just that no one wants to feel taken advantage of.

What a can of worms you have opened up. The mind boggles with all these different options and opinions. Amazing !! Surprise

Why can't the postal services make it simple. They can save money and offer a better service whilst doing so.

Thank the Lord for Israel Post. No frills and a very reasonable service.

But they still can't cancel stamps !! At Wits End

Mr.Bus, Israel is not alone..i repatriate a lot of unused postage to Canada,and the stamp dealers in Belgium are still using pre euro postage which the post office does not bother to cancel.
