Many postal administrations around the world run new issue subscription services. These usually are deposit account or require credit card to purchase the quarterly, semi-annual, monthly, whatever stamps. Some ship free, while others charge for shipping. I used to deal in new issues, and had standing order subscription accounts with several postal administrations. Never had any trouble with any.
If you do not want to subscribe to the "all or nothing" stamp packs (can get rather expensive), some postal administrations have web sites where you can purchase individual stamps and sets. You can usually find one by searching under the country name and then adding something like "postal administration". Even Bhutan and the Pitcairn Islands have web sites for this.
The Pitcairn Islands web site is a very interesting site overall. It offers much more than just stamps. They just changed their address. In case you want to catch up on the descendants of the Bounty mutineers, check it out:

Read about their project to get new people to relocate to the island to replace an aging population.
There also are many dealers who specialize in new issues. You can get their lists and then purchase what you want. Several also have year sets going back decades. Some charge more than others for the stamps, and some will even charge you just face value if you buy in multiples. Check out their ads in Linns.
I have seen interpost listed a number of times on the linn's website under government agencies. Browsing around I found interpostusa.com. I was wondering if anyone has ever used them to get newer releases. Please let me know any feedback.
