That is not a registered mail label. It is a first class parcel mailing label showing first class postage was paid along with the USPS tracking bar code. These labels are obtained when a seller purchases postage online. In this case it was a purchase made with eBay and payment made through PayPal.
The "F" in the upper left corner and the line below indicate the class of postage paid for the mailing. "P" is priority mail, "M" for media mail, etc.
The label will also show if any additional postal services were purchased and included with the postage, such as postal insurance. The purchaser of the postage has the option to have the amount of postage paid displayed on the label or not.
I haven't seen the green sticker before. Looks like some carriers need constant reminding to scan the barcode on the label. I wonder if the originating post office is using up its old carrier reminder stickers. The "Delivery Confirmation" service is no longer available as a separate service as it now comes automatically with parcels. One can still purchase Delivery Confirmation with Signature, however, for parcels.
I was referring to other mail I have received that has been registered mail, Michael not this one which you correctly identify as first class parcel. I was suggesting that registered mail labels similar to the scan label on this cover would be helpful because of all the registered mail that has simply been placed, unscanned, etc. in my mail box.

I received some covers with this green auxiliary sticker affixed by the USPS presumably placed there to remind carriers to scan this cover. Its placement seems redundant but I'm sure, necessary. Right now, I'm thinking of all the registered mail I have received over the past year that was neither scanned by the carrier or signed for by me as required before delivery. A similar registered mail sticker, applied at port of entry might do wonders to improve upon this inadequacy.
