According to UPU regulations from 2020, non-paper goods should be sent with customs declarations and forms. Sending a letter with a few stamps is then going to cost $20.00 or more to mail.
It is not clear to me whether stamps should be seen as goods or not.
I send purchases as a regular letter at standard rates, unless the buyer expressly requests to send according to the UPU rules and is prepared to bear all (additional) costs.
However, I cannot be held responsible if the letter is seized by customs. This is a risk that the buyer takes.
