I would guess that the stamp was from a CTO or from a first day issue cancel.

Once a stamp is canceled, it is no longer "mint" or "unused".

the cancel is almost certainly a CTO; double certain if the stamp retains its gum. Many countries applied cancels in such a way as to equally divide it among four adjacent stamps
