They have the appearance of plate proofs.
The 1p is very questionable

However they should be black on medium thick, wove, unwatermarked paper.

If it is card stock then I suspect they may be the 1905 Hausberg reprints on card stock.

There is also mention of a 1913 reprint in black for the Philatelic Society of NZ that may be on a softer white paper - according to "Postage Stamps of New Zealand (vol. 1 p. 87" - not confirmed

re: Are these New Zealand Chalon "Proofs"?

There is currently a listing on eBay with the item title New Zealand, 2d QV Chalon Head, Plate Proof, Hausburg Reprint, 1855 Hinged. Note the term Reprint.

It differs from from what you describe,in that it is on thick white card.

I don't know if it helps but it might be a good starting point. There are more on eBay and there are also images on Google.

Description of eBay item:

"Chalon Reprints: Hausburg and Jolliffe
In April 1906, reprints from the various plates of the Chalon Heads (full-face Queens) were made for LR Hausburg on white card. In 1913, further reprints on white paper were produced and included in the History of New Zealand Stamps .

Hausburg reprints

On a visit to New Zealand in 1906, LR Hausburg arranged for official reprints to be made of the Chalon heads. This was for the Royal Philatelic Society in London who were said to be planning a book on the Chalons. However, no book was ever produced.

1000 sheets were produced of the 2d plate II while six sheets each were produced of the other values. In August 1906, six sheets were produced of the 2d plate I. All were on white card. At the same time, the Government Printer printed 20 sheets from each plate on wove paper and these were kept by the Postal Department.

Details:

This is on thick paper..which is thicker than card stock - more like a thin press board .. We are not philatelists and had a good time figuring out what this is.. It is quite lovely - but definitely on what is defined in Scott's as "thick paper".. "

re: Are these New Zealand Chalon "Proofs"?

Unbelievable! This very morning I discovered one of the 2 pence black on pasteboard copies in an old collection I acquired on Friday last. Since it was obviously not a variety of a real Chalon, I was stumped before I saw this post. Since coincidences like this are as probable as winning the lottery, I have to chalk this up as more evidence to support my theory that this entire reality is a dream, and when I wake up, this particular world will vanish. Enjoy your continued existence folk, 'cause when I cease to snooze, you lose!

re: Are these New Zealand Chalon "Proofs"?

After reading this thread I wondered if I could get some insight into the Chalon proof. I'm attaching a picture from my grandfather's collection. He's labeled this as, "1855 Gov't proof of the first postage stamp issue of New Zealand."

From the discussion, I'm unclear as to the difference between card stock and thick paper so I've attached a side view of the stamp.

Thanks for any assistance.

I picked these up in a mixed New Zealand lot a few months ago. Don't know all of the options but I'd guess they are official reprints. They are on hard, wove Cream color cardstock. I'm thinking yours is the same as mine but a much better print. Mine almost looks like printers waste as they are very faint at the top. Your paper looks to be the same color and appears quite thick. Note: Card stock is business card thickness. I would have to think that at best it would be a trial color proof if they had them. There are no Chalons in the color Black.
