Yes it looks as though it's come from a surcharged post card.
I'll check in Higgins & Gage when I get home unless anyone else can confirm the details first.
Nigelc is correct, it comes from a postcard circa 1910-25
Maybe he can find why the 30c surcharge was applied

Cards with 15c and 30c surcharges were issued in 1921 presumably to reflect increases in rates.
Unsurcharged cards with 15c and 30c stamps were issued in 1922.
Hello,
It seems to be a cut-out postcard, with hand writing on the reverse. I'm not sure if the 30 is an over-print or part of the cancel. I can find no 10c Palm Tree images in the Scotts catalog. Any ideas?
