I received an email from Paypal that started off:
"As we have previously communicated to you, PayPal is upgrading the certificate for www.paypal.com to SHA-256. This endpoint is also used by merchants using the Instant Payment Notification (IPN) product."
I use Paypal through links on this site, Ebay and Bidstart. I do not have an IT department. Do we have to do something? They said that I have used Paypal at least once using IPN if I read the letter correctly.
I would appreciate it if someone could shed some light on this as I am totally clueless.

No worries on your part. PP is just saying it has upgraded its security system. SHA-256 = Secure Hash Algorithm, 256 bit. That's a method of encrypting something - like your password. SHA-256 is hack-free -for now, at least.

Thank you - they could have explained it a bit better. They said if you do not take action it may interfere with your ability to accept payments - gee whiz

If you go to Paypal you will see that there is no such update. I got the same email and deleted it with a good 'good riddance' attitude !! 
but not before I sent it to the spoof department !

Great reminder, so many bogus Paypal emails end up in my spam filter I didn't give this one a second thought.
Just looked at the email again wondering why this one didn't end up in Spam. While there were links (which I would never open) none of them overtly mentioned entering information.
Interesting. I always go directly to my account to enter any information. A variant of this made it past the spam filter back in September of last year if I remember correctly so they apparently just hit resend.
