Has anyone heard if Scott intends to issue a supplement for Cuban stamps now that the US is normalizing relations with that Country?

Have not heard anything about that. Scott usually runs several years behind the eight ball when it comes to things like this.

If/when they do come out with pages, don't expect it to be cheap. Cuba has issued a ton of stamps since 1963. The Steiner pages printed double-sided are around three inches thick!

Speak about timing. Scott just announced release of the 2014 International supplement pages. Cuba is not included.

I would suspect that somewhere in a year or so when the matter between the US and Cuba are settled that Scott will issue a separate page set to let collectors get caught up. They did this with People's Republic of China, and most recently Bosnia and Herzegovina.
