They look a bit like Postal Tax stamps, but I am sure they are Revenue. (hope I am not wrong here!). From the 1920s.
Red crescent stamps have poor coverage in most catalogs, although Isfila has a good one.
Turkey issued a lot of revenue stamps, especially during the Ottoman Empire golden age. Unfortunately, I don't have the catalog (very expensive) and have given up on them. But Michael in Istambul has an interest, although I think he also does not have the catalog.

Thanks for the link Jacques. It is a good one!

Hi Ralph,
You were right the first time - they are obligatory tax/postal tax stamps from the 1926 set for the Red Crescent.
Jansimon, They are Mi 1 & 2 in their Zwangszuschlagsmarken section C or SG T1035 & T1036.
From the ISFILA Turkey Catalog: A set of 4, issued in1924; printed in Germany in sheets of 10. Values shown in Turkish Lira: 10L = 2.42 GBP = 3.44 USD
Ted
It's strange to see a 1924 date of issue. SG, Michel and Pulko catalogues all give June 1926.
Perhaps ISFILA is going by an official issue date which may have actually been delayed, while the others are going by an actual release date (perhaps indicated by an earlirst known usage)? That could concievably be the case, as the next issue is shown to have been in 1927.
Could be, or a typo or new information.
This looks like Turkish to me, but I could not find them in the catalogue. Any help?
