Agreed, There are a great many Japanese revenue stamps that closely resemble postage stamps. I find a few pages devoted to them and placed at the back of the album is the best way to deal with them. They often have interesting cancels.

Japan document revenue stamp. It looks like yours is perf 12-13, which I believe would make it the 1889 series.

It is a Japanese general revenue tax stamp, listed by Barefoot as 1883, catalogue price is 50 pence ($1). A similar series was issued for Medicine tax with the top 3 characters changed.
