I think this is it (from Colnect.com). It says it is a newspaper stamp. I think this is right because I looked it up before.

Also one of the stamps from this set is shown in the illustrated identifier at the back of each Scott standard catalog. In fact, many of the stamps posted here for help with identification are shown in the illustrated identifier.

This is a newspaper stamp from Bosnia Herzegovina when this was an Austro-Hungarian territory.

It is Bosnia and Herzegovina SG N383 from 1913.

However, perforated stamps in the same design were issued in 1919 for use as ordinary postage stamps (rather than newspaper stamps) by the Kingdom of Serbs, Croats and Slovenes for use in Bosnia and Herzegovina.
