Documentary revenue stamp. You'll need a revenue catalog for it.

It is the Documentary Revenue from 1887-1888. Pictures Jose Maria Morelos. It is known as DO133 in "Mexico Revenue Stamps" edited by Roberts. Catalog was issued in 2011. The stamp comes in two perf varieties. The perf 12 version is valued at $0.20 and the perf 11 version is valued at $1.00.
