The stamp background is supposed to be all pinkish red with some blue shading at the top. Looks like the pinkish red has faded away, or maybe that color ran out when the stamp was printed. For fading, that's interesting in that the red on the flag remains strong.
Look at the "non-pink" areas under high magnification and I bet you'll see remnants of the pink color. That stamp looks like its had a pretty rough life, which might account for the fading.
I looked at the non pink areas under high magnification and I can see shades of pink.
I did not think fading of the pink would leave blue.
This stamp could tell a story of how it has been treated because it does look rough.

On the normal stamp, the blue is present at the top of the sky like it is on your stamp, except that the colors are much more vibrant.
