The APS New U.S. Issues page indicates that the stamp "may soak."

Ronsonol for about 30 seconds and a little help from a pair of tongs between the stamp and the paper, be careful not to transfer any adhesive to the face of the stamp during handling let evaporate for about a minute then dust the back with some talcum powder. Just did a Kennedy stamp a few minutes ago.

Pair of scissors. Cut around the stamp leaving about 1 or 2mm border around the stamp. Place the stamp in the album. 15 seconds. No dangerous chemicals, or potential harmful side affects to one's health (unless clumsy with the scissors and you cut off a finger).

Nitro-glycerin works best. Blows the stamp right off the paper in 0.001 seconds.

Too hard to get! I prefer soaking the stamp in lighter fluid, then applying an open flame.
