This is a Postage Due. It is Belgium Scott No. J6. 2017 SCV is 25 cents.

The clue is that it is bilingual French and Belgian Dutch( aka Flemish ). The lack of country name is because generally postage dues are only used in their country of origin so there is no need to use the UPU convention.
