General Philatelic/Identify This? : Unknown and stumped

I have tried every source I know of and have access to. Could someone please save me any further brain trauma and help me identify this stamp? All I know about it is that I believe that it is 1880 to 1900 in issue; and Eastern European, I think, in origin. I think that it is showing the same letters on the bottom used by Bulgaria and the Russian block countries. Could any one help or direct me to the resources that I may make a correct identification?

1920 Thrace.

1910 Stamps of Bulgaria overprinted 'Thrace Interalliee'.

Thrace was an area of Greece to the North of the Aegean Sea. Now uses Greek stamps.

Thanks guys; I really appreciate your help in identifying this stamp. I have more than a few from Thrace, but I had never seen one with the overprint like that. When I encounter similar types, I know what to look for now.

Is the image supposed to be Vlad the Impaler ?

No. It is of Tsar Ferdinand. Vlad was from Romania.
