Can anyone help identify the word/letters in the blue boxed handstamp on this Hong Kong stamp, a few of the letters look vaguely Russian/Cyrllic. T

I would say it is a word that starts with CERTIFIC...
Certificated? Certification? At least it is just English IMHO.

thanks - could not see the wood from the tree's - interestingly though I have never seen a certificate/certification marking on a HK stamp before - I wonder what the origin is?

further to this its looks like it is a Philippine Certificado handstamp denoting registration? Albeit in blue
