Gibbons lists this stamp only as a semi-postal with "+9,00" surcharged in black. As such it was for the War Orphan's Fund. It was issued in 1962, Algeria Gibbons #395a.
I don't know why Scott doesn't list the semi-postal stamp. Perhaps they consider it to be a local charity issue.
Neither Gibbons or Scott list the stamp without the charity surcharge.
on the base the stamp had a value of 1,00 D.A., and before its sell at post offices, it was decided of the surchage "+9a" in aid to the Algeria war orphans, but in any case classified like emission of charity.
Yvert & Tellier and Michel have classified this stamp as the first of independent Algeria stamps issue
