I tried Iran, Iraq, Libya, etc. Image Not Found

I cannot read Arabic! What country is this stamp from and eventually Scott #?
Should the country name be shown, according with UPU regulations?

The green symbol (cross swords and palm tree) at the upper right corner of the stamp is the symbol of Saudi Arabia.
