is anyone out there creating custom topical albums? I can provide the list of stamps and am looking for pages preloaded with images of the stamps....willing to pay for this service if anyone is doing it!

Why not make them yourself? You can download the AlbumEasy software for free at http://www.thestampweb.com
The site also has many free downloadable albums made by its users. Several of them are ones I've made. Here are two topical examples....

Hi All
#Toddg do you mean something like this:

This is an album for the 75th anniversary of the UPU not just the british Commonwealth but whole world with images. (About 20m in size). It is also sized for A4 paper if you prefer a border round the stamps or Letter sized paper let me know just takes a couple of minutes now the list is created.
The stamp spaces are sized for the actual stamp but it is easy to create a border around each stamp so when mounting you see the black border or with a large enough border you can use hinge free mounts.
As I am adding support for AlbumEasy this will be easily creatable as an AlbumEasy file as well.
If it is getting close then I am willing to work with you in producing these albums as long as you do not mind me sharing the topical lists and the basic albums with other collectors through the World Collector application.

First attempt at exporting AlbumEasy file.

55m in size and it is a zip as it holds all the images for the album as well.
