The vendor states the following in her listing....
"FOR EBAY : This listing complies with all eBay rules and regulations. The item is in the public domain. No trademarks, copyrights. or eBay rules have been violated in this listing. This product fully conforms with eBay compilation and international media policy and downloadable media policy"
Am I right in thinking that the above statement is untrue?

Yes it is untrue.
What is the country of the seller. Probably eastern European I guess.

Wow. It's not just the Michel Germany cat. There's a ton of digital downloads for other Michel cat. from a seller who is from Russian Federation.

I'd be more wary of finding a virus or malware in the download.

According to her listing she resides in "Brooklyn, New York, United States" but seeing as it would be a digital download could be anywhere.
So failing that as a possibility where would be the best place to buy the "real" catalogues?

These catalogues cannot be in the public domain unless they are 70 years old. If that were indeed the case, they would be useless.
Find a site for second hand books like abebooks for the genuine thing.

She might say she resides in Brooklyn, NY but next to each listing in the search, it states the offer is from the Russian Federation.

Whenever I see something like this, which is obviously illegal, I report to eBay for them to sort it out.
A few months ago someone was selling pirated Scott catalogues on CD after I reported them, they were removed smartly by eBay.
To find the link to report an item, it is on the righthand side of the page, in the same line as the description and Shipping tab:

ordered the catalogues on the 20th and they came about an hour ago.
Excellent speed from Germany to Scotland.....now to find time to use them.

Have been thinking about buying the Michel Specialised catalogues but came across a listing on ebay for a digital copy for a very low / very suspicious price.
