Interesting but not valuable. These are Quebec revenue stamps (evidence that a tax or fee had been paid) that would be applied to legal documents. The underlying stamps were issued in 1912 and the bilingual "Honoraires-Fees" overprint was applied in 1923. Van Dam's Canadian Revenue Stamp Catalogue for 2017 gives these a used value of $0.35.

Revenue stamps are a great collecting area. Their economic role in some countries is significant and, even better, some of the stamps are quite beautiful.
Were these two law stamps a couple of outliers in the collection you're evaluating or are there other possible revenue stamps in the mix?
I found this is a collection I'm evaluating for a friend. The collection has little of value, but these stamps I've never seen before. I'd like to know what they are and if they have value before I tell the owner to just give the collection to a child wanting to collect stamps. Thank You!
