General Philatelic/Identify This? : Can anyone translate the Arabic at the bottom of this label?

I don't speak Arabic, but I converted the piece of text in the picture to text. I translated that text via Google Translate and it said:

General Montguide, Commander in Chief of the Eighth Army, who was laughed at by the people of North Africa and in the attack of the peoples of Europe

Don't know how accurate this translation is, and Montguide should be Montgomery of course.

Thanks for that, and if the translation is correct it sounds like a "sour grapes" piece of writing, by a loser. So this label may have been put out by one of the countries that lost to General Montgomery. Just have to figure out which country that was.

I get, with some Arabic reading skills, and the help of translating software (but I am not 100% sure).

General Montgomery commander of the Eighth army who showed his intelligence (dexterity, or skills?) in North Africa and in the battles (?) in southern Europe.

I asked a friend, who speaks Arabic, his translation is:

General Montgomery, leader of the army, who led the war in North Africa, and opened the attack on his supporters in Southern Europe.

It is easy for me to translate from Arabic to french however as per my knowledge of English in combinaison through french the translation is :

General Montgomery, Commander-in-chief of the Eighth Army, who showed his wariness in the battle of North Africa and in the Allied army against the attack on Southern Europe

the word Image Not Found is difficult for me to translate, it means mixture of the words " his (vision, wisdom, dexterity, experience, stratagem, battles knowledge)" I resume this word in wariness, as per google translate of the word.

Knowing about the history of the North African campaign
a bit and the events that led up to the El Alamein battle,
I believe that any one of the suggested words would be
an appropriate translation, including "wariness".
