I have this CTO block of DDR officials ,but can't seem to find it in Scotts ,must be looking in the wrong place,can one of our members give me the Sc # please

Those are not officials, those are regular stamps

It is not an official, it's a regular issue.

It is most likely
1443A (size 29mm x 23.5mm)

possibly
2085 (size 22mm x 17mm.)

Well it is Michelnummer 2633 for sure.

This is a real good example of machine cancellation.
On the first day of issue ( 21st of july 1981 ) with the mass-cancellation of
BERLIN ZPF 1085.
In the Michel catalog those cancellations are mentioned.

And indeed it says on the righthand side "STAATSWAPPEN" or National Coat of Arms but it is just an ordinary stamp and no "DIENSTMARKE" or official as you guys say.
