I can look into this a little more deeply later, but I'm sure this is not a Japan postal issue. I'm inferring some things, but I think it's a Japanese Occupation non-postal issue, probably revenue. My first guess would be for a Malaysian state, but I'm less confident of that.

If nobody else weighs in, I'll try to check some references later. But you're not missing something in the Scott catalog for Japan.

Thanks Dave, I looked at Japan, China, Taiwan (Formosa), even tried to look in an Atlas for the shape, but nothing close.
The currency threw me a bit as well.
Edit: Not sure if the word in the middle left is Perak, which the Japanese did occupy at one point.

I was able to find it in what is now considered an out-of-date Japanese revenue catalog (Shimomura).

Using that catalog numbering, this is Shimomura E19 or E20 (looks like it depends on the rouletting), issued in 1944 for use in Perak state in Malaya. Their catalog in 2003 was ¥3000 for either one, and either unused or used.

A rough ¥100/$1 conversion would put that at $30, so this is not the typical minimum value revenue stamp that we all often encounter.

There is an updated reference that pretty much replaces the Shimomura, but I do not have that at hand at the moment, so I can't look up a more recent catalog value and number, but this should give you a ballpark feel for what you've got.

Vic, you are correct -- that is the katakana (foreign word syllabary) for Perak. (Literally translates to "Pe-ra".) Well done!

Now, of course, I see the writing on the map design is "Malaya". I was originally looking at it on my phone and couldn't make that out well enough.

Dave, that is a great help, I'd been going through some old envelopes soaking off of paper a bunch of older Japanese stamps and this was amongst them.
I will have to pay more attention to the other stamps although most appear to be run of the mill 1940's issues.
Looks like it is rouletted along the top and left side.
Was not really thinking of an occupation issue as there was not an overprint, just the Red dot of the Japanese flag.
Thank you again, a more current value, when you have time, would be appreciated.

I had a chance to check the newer catalog. It's called "Narumi", and mine is a 2016 edition. I'm not sure if there's been a more recent one. It's nice because there's a little more English (just a little), the table of contents is a little more detailed, and, terrificly, the images are primarily in color.

At least in that edition, it turns out they did not address Japanese Occupation issues other than Hong Kong, unfortunately, so I don't have any updated information.

However, here is the listing from the Shimomura (2003).

For your stamp, since it doesn't look like the guide lines for rouletting are visible, it's probably reasonable to assume that it's the E19, but that's just my presumption.

This stamp is also listed in the Barefoot South East Asia Revenues and British Commonwealth Revenues catalogues.

Barefoot lists the colourless roulette version as Japanese Occupation of Malaya #141a.

Thanks Nigel, I will make a note of that as well. I do not collect revenue stamps but just keep any I come across, more as curiosities really.
Perhaps I should find a Barefoot catalogue or similar, I'll ask around at our stamp club, whenever we get back to physical meetings.
