Based on what I can figure out between Scott and Sakura, it looks like this single is from the lottery prize souvenir sheet that was issued January 15, 2018. In Sakura, the souvenir sheet is listed with the New Year's set issued November 1, 2017, but shows the January 15, 2018 date in parenthesis.
Scott typically lists the lottery prize souvenir sheet as a footnote immediately below the listing of the stamps (which are Scott 4165-4168), but I see no mention of it in the 2021 Scott. Perhaps this will get cleared up in the 2022?
Note that this stamp and its companion ¥82 stamp do not look anything like the designs of the listed New Year's stamps.
I'll see if I can find a pic of it.
